Target Language Not Selectable in Migaku Player

Project: Migaku Browser Extension in Chrome
Tool Version: 0.9.9.23
Anki Version: N/A this is an extension issue that I need working before Anki is even part of the equation.
Feature: Migaku Player (local videos)
Expected behavior: Target language should be selectable, so that I can parse the subtitles and make cards.
Behavior: Target language not selectable to parse, even though subtitle files are embedded in mp4 video converted with https://github.com/migaku-official/migaku-player-converter

The subtitles for the video have to be imported. When you hover over a video, in the top right corner you will see two buttons, where you can do so.
