Custom Frequency list

I'd like to upload my own custom frequency list. It is in a csv file. How do I convert it into a proper JSON format? online JSON converters doesn't seem to do the trick.

Similarly, I'd like to add my own "known vocabulary" list. Anki doesn't have an accurate list of my known vocabulary. What info needs to be in a csv file and how do I convert to a properly formatted JSON?
