Audio quality issue on laptops

Bug description: the audio quality drops significantly when exporting cards with the Migaku Browser Extension, only when both:
- Using a laptop running on battery, regardless of the power saving profile
- 'Enable Recording' is enabled
Notes:
- The distortion is already present in the card creator window, not only in anki.
- This bug seems to have cropped up around January, but was not present in versions of the extension older than that.
- This is confirmed to be reproducible by at least 50 users, see poll by Stevijs in the announcement channel on discord, March 15th

Clarification: the distortion is also present during normal playback once a laptop on battery is used and enable recording is enabled, not only when exporting cards.
