I just encountered this problem and fixed it. Turns out I had Nord VPN's 'Threat Protection' on. If you're having this problem then I suggest you try disabling things regarding security and popup blocking.

@anon-fn I signed out of my account and back in and that didn’t seem to fix the issue but the settings button started working again after I disabled and re-enabled the extension.

@stevimigaku I’m also running into this bug immediately after my free trial expired and I signed up for the monthly plan. I’m using Microsoft Edge 101.0.1210.39 with Migaku 0.9.9.2.

This is the first time I heard someone having an issue like this. You could try to re-install and see if that fixes it. Or what's also a good idea is to try it on a completely fresh chrome profile to make sure nothing else is interfering.
Otherwise a workaround for now might be to open a video in YouTube and when you hover over the top right corner of the video, two buttons appear. Click on font settings and this opens the settings menu. -

I click on the cog in the top right. The cog stays grey and nothing happens. it doesn't take me to the settings page as expected, it doesn't take me anywhere. This is on ios Big Sur 11.6 (20G165) on google chrome Version 99.0.4844.51 (Official Build) (x86_64) -
