I haven't tried netflix yet but all my Youtube videos seem to have the toolbar missing. When I go to the main home page for Youtube or any other page that doesn't contain a video, the toolbar shows up fine.

I had a similar issue on both Brave and Chrome running on MacOs, but once I signed out of YouTube on Chrome it started working. I pay for youTube Premium, so I suspect that was my issue.

@stevimigaku Thanks Stevi! I was going to put down my version of Chrome. When I went to check
my Chrome version number, it said I needed to update so I let it auto update to version 99.0.4844.74 (as of 17/03/2022) and now its working again.
